How OBEF Started
Foundations are nonprofit, charitable, tax exempt organizations whose primary purpose is to support a wide variety of charitable causes. They are created by gifts of cash, stock, life insurance, property or other resources from individuals, families, and corporations who wish to dedicate some of their private resources toward a specific need or cause.

Admiral John G. "Jack" Williams, Jr. USN Ret., while serving on the school board, saw that state and federal funding of public schools is not sufficient to provide for anything beyond the barest of programs. To enhance the educational opportunities for our children, alternative funding is necessary. With this in mind Mr. Williams worked to establish the Ocean Beach Education Foundation. His belief was that any improved educational opportunities for our children rest with local responsibility.
